If you inserting the right recipe you will be able to get the desired item. Not all legendary items have an assigned drop location, but they can be acquired with the help of the grinder. You will see legendaries pop-up more frequent as item of the day in the various vending machines. Unlike Borderlands 2 a lot of legendary weapons can be obtained from the general loot pool in Borderlands the Pre-Sequel.
